Dominion Energy South Carolina and Santee Cooper to Join SERTP

Dominion Energy South Carolina, Inc. (Dominion Energy South Carolina) and South Carolina Public Service Authority (Santee Cooper) are planning to join the Southeastern Regional Transmission Planning (SERTP) process region, to become effective as of the effective date of Dominion Energy South Carolina's Order 1920 compliance filing. Dominion Energy South Carolina and Santee Cooper are both NERC-registered Transmission Providers and currently members of the South Carolina Regional Transmission Planning (SCRTP) process region. After discussions with the sponsors of the SERTP, the SCRTP companies were invited to join SERTP as part of SERTP's Order 1920 compliance efforts. As such, the SERTP sponsors and the SCRTP companies are working towards appropriate OATT changes and filings, as necessary to retire the SCRTP Order 1000 process and bring both of the SCRTP companies into the SERTP in conjunction with Order 1920 compliance.

SERTP and SCRTP FERC Order 1920 Relevant State Entity Engagement Notice

FERC Order 1920 requires that Transmission Providers establish a forum to discuss cost allocation method(s) and/or a State Agreement Process with Relevant State Entities. THE SERTP and SCRTP transmission planning regions together will begin the Relevant State Entity engagement period on November 14, 2024, with an introductory webinar for representatives of Relevant State Entities. The Relevant State Entity engagement forum will be limited to registered representatives of Relevant State Entities and the SERTP and SCRTP transmission providers and will be a focused opportunity for discussion of cost allocation method(s) and/or a State Agreement Process in accordance with the Order. Representatives of Relevant State Entities can learn more about upcoming engagement opportunities by visiting the SERTP Relevant State Entity engagement website. Relevant State Entities will also be able to participate in the broader stakeholder engagement opportunities for which separate notice will be provided as referenced below.

The single point of contact for Order 1920 Relevant State Entity engagement with the SERTP and SCRTP planning regions is the SERTP email inbox (southeasternrtp@southernco.com), which is monitored daily.

FERC Order 1920 requires Transmission Providers to set a deadline for Relevant State Entities to communicate agreement among Relevant State Entities on a Long-Term Regional Transmission Cost Allocation Method(s) and/or a State Agreement Process that is no earlier than the end date of the engagement period. As such, the current deadline for Relevant State Entities to communicate agreement on a Long-Term Regional Transmission Cost Allocation Method(s) and/or a State Agreement Process is May 14, 2025, subject to any extensions of this deadline and the engagement period permitted by FERC. Relevant State Entities should communicate agreement on a Long-Term Regional Transmission Cost Allocation Method(s) and/or a State Agreement Process to the SERTP email inbox listed above.

SERTP and SCRTP FERC Order 1920 Stakeholder Engagement

The South Carolina Regional Transmission Planning (SCRTP) process was established by Dominion Energy South Carolina (Dominion Energy) and the South Carolina Public Service Authority (Santee Cooper) to meet the transmission planning requirements of FERC Order No. 890, 890-A and 890-B, orders designed to “prevent undue discrimination and preference in transmission service.” The SCRTP process was expanded to meet the transmission planning requirements of FERC Order No. 1000, 1000-A, and 1000-B, orders that reform the Commission's electric transmission planning and cost allocation requirements for public utility transmission providers.

FERC Order No. 890

On March 15, 2007 the Federal Energy Regulatory Commission (FERC) published in the Federal Register a final rule reforming the 1996 open-access transmission regulatory framework rules in Orders No. 888 and 889. This final rule, called FERC Order No. 890, was adopted by FERC on February 15, 2007. FERC Order No. 890 was designed to “prevent undue discrimination and preference in transmission service.” Among other requirements, this order requires transmission providers to establish an open, transparent and coordinated transmission planning process that includes stakeholder involvement. The SCRTP process is the instrument that Dominion Energy and Santee Cooper will use to achieve compliance to Order No. 890 Transmission Planning requirements.

FERC Order No. 1000

On August 11, 2011 the FERC published in the Federal Register a final rule reforming Order No. 890. This rule, called FERC Order No. 1000 reforms the Commission's electric transmission planning and cost allocation requirements for public utility transmission providers. The rule builds on the reforms of Order No. 890 and corrects remaining deficiencies with respect to transmission planning processes and cost allocation methods. Order No. 1000 establishes new requirements for Transmission Planning, Cost allocation and Nonincumbent Transmission Developers.

Both of these orders are designed to “prevent undue discrimination and preference in transmission service.” Among other requirements, these orders require transmission providers to establish an open, transparent and coordinated transmission planning process that includes stakeholder involvement. The SCRTP process is the instrument that Dominion Energy and Santee Cooper use to achieve compliance to Order No. 890 and Order 1000 No. 1000 Transmission Planning requirements.
